The expanded initiative builds on 16 months of testing across 17 countries, where the organizations used Stellar's Disbursement Platform to distribute cash assistance and stipends through USDC stablecoin transfers to digital wallets. The pilot phase demonstrated significant cost reductions, lowering transfer fees from 10% to 2% while maintaining accessibility in regions with minimal infrastructure—notably achieving 100% fund delivery in Haiti even where cellular connectivity was entirely unavailable.
The transition to operational scale represents a substantial validation of blockchain technology for development finance.
