Ethereum Foundation has released a formal mandate document outlining the organization's principles and role in Ethereum's development, reaffirming that preserving user control over assets and data remains the network's core mission. The foundation clarified it does not own Ethereum but serves as a steward of fundamental network principles including censorship resistance, openness, privacy, and security—summarized by the acronym CROPS.

Vitalik Buterin, Ethereum's creator, framed the network's purpose as a "refuge technology" designed to protect user independence from pressure and control exerted by large investors and fraudulent schemes such as rug pulls. He emphasized that Ethereum should function as a "backup exit" ensuring no single person, organization, or ideology can monopolize cyberspace, positioning the Ethereum Foundation as one of many network stewards rather than its ultimate authority.

At the protocol level, the foundation prioritized decentralization, verifiability, security, and privacy as core objectives. Planned improvements including Layer 1 scaling and account abstraction are intended to reduce user reliance on intermediaries. The foundation signaled it will focus user-facing applications on maximizing security, privacy, and freedom protections for end users.
